Starting New Life in Groningen / グローニンゲンでの生活がスタート

From over 25 years ago, I have been visiting Groningen once a year. However, this is the first time I have come to the country for over one year, as a permanent resident. On April 5th, Flight KL868 departing from Kansai International Airport was heavily delayed and so I departed Kansai Airport in a rush. The next day, because of Easter, offices, universities and public offices were closed. I had to sign the necessary contracts to fix my apartment with electricity, gas and water. However, all of the Dutch looked like gibberish to me. The landlord Bronsoma did not look like a bad person, so I decided it would be fine to sign. Doing so I realized that if he was an evil person, I was setting myself up to lose excessive amounts of money. However, I highly doubt that will happen. Mr. Chiseki, who was in Groningen until March had done a lot for me, as well as Mr. Tsuji from the International Affairs Board, who gathered a lot of information about contracts for housing rental. I was completely rest assured while signing the papers. |
グローニンゲンには２５年以上も前から年に一度程度の割合で来ているのですが、１年以上も長く予定し長期滞在として来たのは、初めてのことです。４月５日、関西空港発ＫＬ８６８便の予定が大きく遅れて、関西空港を慌ただしく出発しました。 翌日は、イースター休日の前ということで会社、大学、官公庁も休みでした。借家に入るための電気、ガス、水の手配と借家のために必要な契約書にサインをしましたが、オランダ語はチンプンカンプンなので、家主のブロンソマさんの顔色を見て、まあサインをしても良かろうと判断して、サインをしたような次第で、もし、ブロンソマさんが悪人だったら、後で法外なお金を取られるかも知れませが、まあ、そのようなことは無いでしょう。３月までグローニンゲンに居た地石雅彦さんがいろいろとやってくれていて、かつ、国際交流部の辻敏彦さんも借家契約に関しては、いろいろとご検討いただいていたので、こちらは大船に乗ったような気分でサインをしました。 |
This goes off topic, but this was a Sherlock Holmes style decision. If you read Sherlock Holmes, he said that beautiful people are not evil. There is one episode where he is able to identify the culprit based on that decision. Today, beautiful men and women are doing evil things all of the time, but in Sherlock’s day I suppose it was not so. |
話はそれますが、このあたりはシャーロックホームズばりの判断です。シャーロックホームズの本を読みますと、シャーロックは美人に悪人は居ないとの判断で最終的に真犯人を突き止めるという物語があります。今は、美男、美女に関係なく悪いことをいろいろやっていますが、シャーロックの時代はそうだったのでしょう。 |
| April 7th was a Saturday but in order to receive pay, first things first, I had received a message telling me that I needed to set up a bank account in Groningen. I had arranged to meet a banker at ABN AMRO Bank, through Mr. Harakeh, Director of KVI research. The banker is originally from Indonesia. Indonesia was a colony of Holland, so naturally there are many Indonesian workers in Holland but I felt a sense of first hand realization. | ４月７日は土曜でしたが、給料の振込みのためには、何はさておき、グローニンゲンの銀行に口座を開設しなければいけないということの連絡を受けていましたので、あらかじめ、KVI研究所長のHarakehさんを通じて予約を入れていたABN AMRO銀行に行き、銀行員に会いました。インドネシア出身の方でした。オランダはインドネシアを植民地にしていましたから、インドネシア人がたくさん働いていても当然ですが、なるほどという実感が湧きます。 |
| We were missing a lot of papers so we arranged to meet again after Easter on the 10th (Tuesday). This time we met at a branch near Groningen Station and along with Mr. Kanegae who had been in Holland since April 2nd, I was finally able to open my bank account. Thank goodness, now I should have nothing to worry about financially. | いろいろと書類が不足していましたが、イースターあけの１０日（火曜日）にもう一度、今度は、グローニンゲン駅の近くの支店で手配をしましょうとのことで、４月２日から滞在を開始している鐘ヶ江さんの付添で銀行に行きようやく、口座開設に至りました。ヤレヤレ・安心。これでお金に困ることはなさそう。 |
| After that, I headed to Groningen City Hall to begin the process of receiving my permanent resident permit. I also had some trouble here as my forms contained many mistakes but I somehow managed to get passed this phase as well. All that is left is for me to receive my certificate of residence. This also requires some paperwork and it will take at least one week. Without this certificate, I am not allowed to drive so I am not yet able to drive the car that Mr. Chiseki was using. I also cannot get car insurance and so the whole issue is quite troublesome. I knew that all of these things would take a significant amount of time to complete. So generally speaking, I feel that my bureaucratic procedures are coming along smoothly. |
その後、オランダでの長期滞在許可証を貰うための手続きにグローニンゲン市役所に参りました。これも厄介で書類の不備があるとかいろいろのことも指摘されましたが、何とか、これもクリアーしました。残りの問題は、住民票を発行してもらうことですが、これはまだ手続きが必要なようで最低、１週間はかかりそうです。この住民票がないと車も運転できないようで、地石さんの使っていた車を使うことは出来ません。また、自動車保険もかけられないと言うことで、なかなか、ややこしい。これらのお役所が絡む事務手続きは、時間がかかると思っていましたので、まあ、総合的に見て、かなり、スムーズに行っていると結論しても良いでしょう。 |

| A typical morning in Groningen begins with the sight of countless bicycles on the road. The streets in Holland have separate lanes for vehicles, bicycles and pedestrians. This system can be seen in Shanghai and Beijing as well. This may be the future of Japanese streets as energy becomes more and more expensive. |
グローニンゲンの朝は大量の自転車が路上を走る風景で始まります。オランダの町並みはどこも同じですが、自動車、自転車、人の歩く歩道が区別されています。これと同じ構成の道は上海や北京でも見られます。エネルギーが高くなった将来の日本の町の未来かも知れません。 |
| My apartment is located in a quiet residential area. It is in the Southern area of Groningen. To get downtown by bus costs 1 Euro (160JPY) and it takes about 10 minutes. You can walk there in about 35 minutes. Fortunately, I live close to a Supermarket and I have no worries when it comes to food. In countries like Holland or Germany, there are hardly any buses running on Sundays and so unless you own a car or a bicycle you do not feel like going out. Groningen residents with children often go out as a family for bicycle rides and are able to leisurely enjoy the beautiful scenery the city has to offer. | 私の借家は写真のような閑静な住宅街にあります。グローニンゲン市の南で市内中心までだとバスで１ユーロ（１６０円）支払って１０分程度、歩いて３５分程度のところです。幸い、近くに、スパーマーケットなどがあるので、食べるのには困りません。オランダやドイツでは日曜日はバスの数も極端に少なく、車や自転車がなければ、なかなか外に出ようとは思いません。小さな子供さんをお持ちのグローニンゲン市民は天気の良い日は家族全員でサイクリングをするというのが多く、景色の良い市内を悠々と子供連れで走っています。 |
| Rural scenery spreads out very close to the suburbs and a canal runs through the area. April is flower season. The flowers all blossomed at once and it is full bloom. There are flowers growing that you cannot see in Japan. It is almost Tulip season, and the horizon will be painted in yellow, white and red by colorful tulips. I am looking forward to this. The tulips are a highlight for me, and I look forward to enjoying a cup of coffee in a café right in the middle of a tulip field. | 郊外のすぐ近くには農村風景が広がり、運河が通っています。４月は花の季節。いろいろな花が一斉に花を付けて、咲き誇っています。日本では見られない花も咲いています。もうすぐチューリップが咲く季節となり、水平線一杯に黄色、白、赤と色とりどりの色のチューリップが大地を化粧します。これは楽しみです。大地一杯に広がるチューリップは、圧巻です。チューリップ畑の喫茶店でコーヒーを飲むのが楽しみです。 |
