The goal for Global Campus Net(GCN) and future concerns / Global Campus Net(GCN)の目標と今後の課題

In order to assist exchange students and foreign research students many universities offer information and various support services. However few provide an all in one service such as this. Those universities which are attempting to provide an all in one service are still in the process. Much of the criticism is based upon the functions available from the service, how the window is divided into different themes and the fact that the information offered is difficult to understand. Some exchange students have stated that they have found difficulty deciphering which information is applicable to them from the office noticeboard/billboard. There are various support services for visiting researchers such as information regarding: visa applications, housing, the research environment and its maintenance, family support and various kinds of issues that must be handled individually. It is not uncommon for it to take a few months until researchers are able to concentrate fully on their research. One of the biggest challenges for the university is maintaining an environment that allows its excellent foreign researchers and exchange students the chance to perform to their full potential.

留学生や外国人研究者への支援については、各大学で多種多様なサービスや情報が提供されているが、これらの情報、サービスを一括して提供するワンストップ・サービスはいまだに多くの大学で検討または実現の途上にある。また、機能面でサービスの提供窓口が分散していることや、情報の提供が分かりづらいことにも批判が集中している。留学生から「事務室の掲示板を見てもどれが自分に関係ある情報かを見分けるのに苦労している」という声も耳にする。また、訪問研究者に対するサービスも、ビザ申請、住宅、研究環境の整備、家族への支援など様々な課題に個別に対応しているため、研究者が研究に集中できるようになるのに数ヶ月を要することも珍しくない。海外からの優秀な研究者や留学生を受け入れた際、これらの人々が十分に力を発揮できるように環境整備していくことが大学国際化のための大きな課題となっている。

With the goal in mind of improving conditions (as mentioned above) for those at Osaka University, The Osaka frontier research committee adopted the tactic of not merely offering online information, but as far as is possible the realization of a one stop support service. The GCN project has made the exchange of information/ideas between students, researchers, foreigners living close to the university a top priority, so to is creating an open environment so that this feedback can be received. This service is not intended to be one whereby information is simply given its aim is to create a fair form of communication. For those from foreign countries and or new to the Osaka region information from senior/veteran exchange students and researchers can be invaluable. Many of the exchange students or researchers have stated that if people begin to possess feelings such as: ‘It seemed interesting so I thought that I would try it’ or ‘perhaps I can help others with the things that I know’ it could function as a very effective tool for improving the campus experience for all. The exchange student centre and faculty wishes the online information exchange notices to compliment the current services that are already in place (such as face to face communication) and vise versa.

GCNは、大阪大学において上記のような現状を少しでも改善することを目的に、オンライン上の情報提供について、可能なかぎりワンストップ・サービスを実現していこうとするもので、２００３年度の阪大フロンティア研究機構における戦略的研究プロジェクトとして採択されたものである。GCNプロジェクトは、大阪大学の留学生、研究者、周辺の住む外国人が主体的に情報交換したり、助け合ったりするような環境をつくることも目的にしている。サービスや情報について上から一方的に流れていくシステムではなく、水平志向のコミュニケーションをめざしている。海外から新たに阪大周辺に引っ越してきた人にとっては、「先輩」である留学生や研究者からの情報はきわめて有効である。多くの留学生や研究者が「面白いから使ってみよう」「自分のもっている情報を役立ててもらおう」という気持ちになれば、自律的にキャンパス環境を改善する道具として機能していく、と期待できる。留学生センターや部局における既存のサービス（対面のコミュニケーション）を充実させつつ、オンラインの情報交換も発展させ、相互に補完させていきたい。
