Policies for international members / 外国人が利用できる公的制度

Most insurance policies in Japan can be used by international residents as well. However, there are times when the clerk at the window is not aware of the policy, or has never dealt with international residents. If this happens, pleaseconfirm this with a government office.

日本の保健制度の多くは、外国人でも利用できる資格があるものです。ただし、窓口の人が制度を知らなかったり、外国人に適用した経験がないこともあります。そのときは、役所の人に確認してもらいましょう。

Applying for the mother child health handbook	母子健康手帳の交付
The MCFH publishes these handbooks in the following languages: English, Chinese, Korean, Spanish, Portuguese, Filipino, Indonesian and Thai. You are able to order these handbooks. There are regions which publish their own handbooks.	外国語版 (英語、中国語、韓国朝鮮語、スペイン語、ポルトガル語、タガログ語、インドネシア語、タイ語) は(財) 母子衛生研究会が作成・発行しており、取り寄せてもらえます。また、地域によっては、独自に作成しているところもあります。

Lump-sum allowance for childbirth	出産育児一時金
In Japan, childbirth in a hospital is not covered by health insurance. However, mothers-to-be who are enrolled in health insurance are eligible to receive a "lump-sum allowance for childbirth" in the amount of 390,000 yen.	日本では病院で出産する場合、健康保険が適用されません。しかし、出産される方が健康保険に加入していると、「出産育児一時金」として39万円が給付されます。
Hospitalization assistance policy system	入院助産制度
A system to assist pregnant women who cannot give birth in medical institutions due to financial reasons. This system allows the woman to deliver her child in a specified midwifery institution.	保健上必要があるにもかかわらず経済的理由により，病院などの出産が困難な妊産婦のみを対象に，指定の助産施設において出産してもらうための制度です。
Child rearing medical care	養育医療
A benefit policy for premature babies who weighed less than 2000g at the time of birth, or babies who must be hospitalized, according to the judgement of the doctor. If approved of this benefit policy, you will receive a medical fee benefit on the portion which was not covered by the health insurance.	出生時の体重が2000ｇ以下又は医師が入院養育の必要を認めた未熟児が、その養育に必要な医療を受ける場合の給付制度です。申請して適用が認められた場合、健康保険適用の自己負担分について医療費の給付を受けることができます。
Nourishment medical practice	育成医療
A sickness benefit for Osaka prefecture residents (excluding Osaka city, Sakai city and Takatsuki city), under the age of 18 who have a great possibility in recovering from a sickness after treatments such as surgery. A portion must be beared by the individual. These are available at certain medical institutions assigned by nourishment medical institutions.	大阪府 (大阪市、堺市及び高槻市を除く) に居住する18歳未満の児童で、手術等の治療によりその障害の確実な治療効果が期待できる者を対象とした医療給付です。一部自己負担はあります。育成医療機関の指定を受けている医療機関等で実施してください。
Please ask about the details at your local prefecture-member health plaza. Residents of Higashi - Osaka city must visit their local health center.	詳細は住所地を管轄する府民健康プラザ (東大阪市は住所地を管轄する保健センター) でお聞きください。
Deduction of medical fee	医療費の控除
A system which allows individuals to receive a deduction of a certain amount from his/her income if the individual pays more than 100,000 yen in medical fees during the year for his/herself, or the family.	自分自身や家族のために医療費を年間10万円以上払った場合確定申告をすると、一定の金額の所得控除を受けることができる制度です。
Massage fees (for purposes other than keeping fit) and transportation fees may be included as well. Be sure to keep your receipts during the year for later submission.	マッサージ (健康維持目的以外) や交通費なども対象となります。確定申告時に提出できるよう、一年間の領収書をしっかり保管しておきましょう。
