The initial proposal for GCN Osaka was presented in late 2002.The idea for GCN was based on my personal and professional experience.When I studied in the US in the mid-90’s, I sometimes felt as if I were 6 years old, because of my difficulty in acquiring information.I also learned, through my research work, that many universities around the world regard international students as resources rather than simply recipients of services in an international program.Therefore, I wanted to create an interactive online community in which international students and scholars play a key role in improving their environment, based on a multi-cultural and multi-lingual platform.I feel so fortunate that many of the faculty and staff at OsakaUniversity supported my idea and collaborated to develop GCN.Thanks to them, GCN began operation in May of 2004.Also, I would like to thank many local government agencies, volunteers, and companies for their support.I really hope the international community around OsakaUniversity can become more autonomous and more active by utilizing GCN Osaka. Finally, I left OsakaUniversity in July 2006.I assumed the position of administrative head at Keio Academy of New York.However, I would like to continue to work with Prof. Kondo and Watanabe san, and other project staff in order to further improve GCN.I look forward to exchanging ideas and comments with GCN staff as well as site members.

２００２年１２月にGCNをはじめて提案した背景には、私自身の留学体験や仕事上の経験によるところが大きいと思います。１９９５年にはじめて留学したときに、必要な情報をなかなか得ることができず、大人の世界から急に子供に戻ったような無力感に襲われることがしばしばありました。また、仕事や調査で海外の大学を回っていると、留学生や外国人研究者を人的リソースとしてとらえて、参加型のコミュニティーができている事例をいくつもみてきました。こうした経験から、相互交流を前提とした多文化・多言語のコミュニティーを作りたい、と考えたのがGCNを思いついたきっかけです。幸いにも阪大内の教職員からも賛同をいただき、多大な協力を得ることができました。また、自治体、ボランティア団体、企業から助成や協力を得て、GCNは２００４年５月から運用を開始することができました。
