| As internationalization of Japanese higher education has been discussed and implemented, "quality" became one of the key issues in international academic mobility, including international student enrollment and student exchanges. However, what do we really mean by "quality" in this context? | 日本の大学における教育の国際化が進む中で、留学生受け入れや日本人学生の派遣留学など、学生の国際移動における「質」が重視されるようになっています。しかし、その「質」とはいったい何を意味するのでしょうか。 |
| This symposium will host American and Dutch experts on international higher education and discuss the roles and significance of Foreign Credential Evaluations in relation to quality assurance of international academic mobility. Moreover, it will discuss ways to establish professional services of Foreign Credential Evaluations and further policy-making on international students enrollment and education in Japan. |
本シンポジウムでは、オランダとアメリカから国際高等教育の専門家をゲストに迎え、留学交流における質の保証との関連の中で、欧米を中心に専門的な発展を遂げた外国成績・学位評価のシステムの役割や重要性について、総合的に議論します。また、日本の高等教育における外国成績・学位評価のあり方について、今後の留学生政策の視点から議論したいと思います。 |
| This symposium aims to share the results of the Scientific Research Spending Project (B) "Comparative Study of Foreign Academic Credentials among Higher Education Institutions." The discussion held at the symposium will be also included in the final report of this project. | なお、本シンポジウムは、科学研究費補助金基盤研究（B）「高等教育における外国成績・資格評価システムの国際比較研究」（2005年度、2006年度）の調査研究成果のまとめとして開催するものです。当日みなさまよりご意見を頂き、最終報告書に反映させて参りたいと考えています。多数のご参加をお待ちしています。 |

| Christopher J. Viers, Ph.D. | |
| Dr. Viers is an Associate Dean for International Programs at Indiana University, and Director of International Services at IU Bloomington. He has oversight responsibility for the University’s 5,000 international students and 1,200 visiting scholars. Prior to joining Indiana University in July 2002, he served as Director of the Office of International Students and Scholars at Wayne State University, Director of the Office of International Education at Central Michigan University, and as a Foreign Student Advisor/Program Coordinator at Ohio State University where he completed a Master’s in Higher Education and Student Affairs. Chris completed a Ph.D. at Michigan State University in Higher, Adult, and Lifelong Education in October 2003; and teaches as an adjunct faculty member in the Department of Higher Education and Student Affairs at Indiana University. In addition to his duties and responsibilities at Indian University, Dr. Viers is currently serving a three year term as NAFSA: Association of International Educators Vice President for Education and Professional Development. | |

| DON F. WESTERHEIJDEN is a senior researcher at the Center for Higher Education Policy Studies (CHEPS), University of Twente. Since joining CHEPS in 1988 his research has concentrated on the themes around quality and quality assurance of higher education. He has written extensively on external quality assessment and accreditation schemes, and internal quality management of higher education institutions. Besides, he has published on transitions in Central and Eastern European higher education, and on scenarios for higher education's development. He was a founding member of the Steering Group of the European University Association's Institutional Evaluation Programme and was involved in evaluation agencies in Hungary and Hong Kong. As a staff member of CHEPS he has been involved in commissioned research projects, training seminars and consultancies in the area of higher education policy and institutional management. | |
