| When applying for a visa for the various classes of Professor, Researcher, Culrtural activities, College student, Dependant etc it is adviseable to apply in Japan beforehand for a Certificate of Eligibility. If a foreigner submits a certificate of Eligibility with his/her visa application, this can speed the up the process. Therefore he or she will be able to obtain a visa in a shorter time than those who do not submit such a certificate. A Certificate of Eligibility is issued before a visa application by a regional immigration authority under the jurisdiction of the Ministry of Justice as evidence that the applicant fulfills the various conditions of the Immigration Control Act, including those certifying that the activity in which the applicant wishes to engage in whilst in Japan is valid and appropriate to his/her status of residence appropriate to the status of residence which he or she is applying for. (This excludes Temporary Visitor Status) |

| When to submit | Applicant should submit necessary documents well in advance so that the applicant may receive the certificate before entering Japan. |
| How to submit | Applicant must fill in necessary application forms, make ready attached documents and submit a service counter at regional immigration office. |
| Who may submit | 1. Applicant; 2. A staff member of organization that accepts the foreign national, or proxy decided by the Immigration Control Act Enforcement Regulations as shown in Table4; 3. A nonprofit organization authorized by the competent authorities under the Article 34 of the Civil Code for the purpose of smooth acceptance of foreign nationals; 4. A lawyer or administrative scrivener that gives notice to the director of regional immigration bureau; and 5. A legal representative of the foreign national.* * "Legal representative" in this context means a legal representative of an applicant who is younger than 16 years old, is always unable to make sense of his/her surroundings due to mental disorder, or significantly lacks such abilities. |

| (1)Certificate of acceptance Documents certifying the activity and its duration of the person concerned, and the outline of the organization where he or she intends to engage in the activity concerned. (2)Documents certifying the academic career, professional career, and other career regarding the activity of the person concerned (A)the applicant's diploma or copy thereof or (B)Applicant's certificate of incumbency or (C)any of the following documents which clarifies the applicant's academic achievement ・letter of recommendation from the entities concerned ・report regarding the activities in the past ・performance prizes ・articles of the past and inventory of works ・pursuant documentation to all of the above (3)Documents certifying that the person concerned can defray all expenses incurred during the stay in Japan. ①Either document in the case whereby the applicant will pay for his or her own expenses. (A)Certificate regarding the scholarchip benefits which clarifies the amount and the period of the benefit or (B)certificate of balance under the name of the applicant or (C)pursuant documents to above (A) or (B) ② In the case whereby another party is to pay the applicant's expenses, any of the following documents regarding defrayer of expenses (A)certificate of inhabitant tax or income payment, which states the gross income or (B)certificate of income and withholding tax or (C)duplicate copy of final return or (D) pursuant documentation to all of the above (As applicant sometimes needs to submit document material(s) other than stipulated in the Immigration Control Act Enforcement Regulations, please refer to your regional immigration office or immigration information center.) |
